Chilean President visits Pichilemu to inaugurate Agustín Ross Cultural Centre

The Chilean President, Michelle Bachelet, travelled to Pichilemu to inaugurate the Cultural Centre Agustín Ross last week, in the old Ross Casino, a National Monument since 1988, and the first casino in Chile.

Bachelet passed by Cáhuil’s bridge, where she and her parents regularly went on holiday to, according the documentary Pichilemu: Así éramos ayer, así somos hoy (Pichilemu: That’s the way we were, that’s the way we are), which will be aired by the local TV channel Canal 3 de Televisión Comunitaria de Pichilemu.

Prior to reaching Pichilemu, she participated in a foundation stone ceremony for the new Regional Hospital of Rancagua, and the inauguration of the CahuilBucalemuBoyeruca roadway; the inauguration had been delayed for almost 5 years.

At 13:50, the President arrived at Pichilemu with the Minister Sergio Bitar, where she officially inaugurated the Cultural Centre Agustín Ross. “We are proud of the things we have made and now we have to care and defend them,” she said.

The Chilean President said in Santiago de Chile, on Monday, that she felt very good talking to “a very nice people like the Pichileminian.”

Ancient Egyptians collected wild ibis birds for sacrifice, says study

In findings published on Wednesday in the journal PLOS ONE, an international team of scientists report ancient Egyptians captured sacred ibises (Threskiornis aethiopicus) from the wild for use in ritual sacrifice rather than domesticating the birds.

Millions of mummified ibis birds have been found in Egyptian tombs and catacombs in Saqqara and Tuna el-Gebel, and Egyptologists have reported they were sacrificed to the god Thoth, who is often depicted with the head of an ibis, the way Horus is shown with the head of a falcon and Bast with the head of a cat.

Lead author Sally Wasef of Australia’s Griffith University explained to the press, “The ibis was considered [to represent] the god Thoth, the god of wisdom, the god of magic, the god of judgment, writing all sorts of things […] If you had a boss that annoys you and you don’t feel like you are getting a good judgment from him or you want fairness and justice, you go and ask Thoth to interfere and in return you promise to offer him an ibis, a mummified ibis, in his annual feast.”

Some scholars have suggested Egyptians raised or farmed the birds to make them available in the necessary numbers. While some ancient Egyptian writers made passing mention of feeding bread and plants to ibises, according to Wasef archaeologists have not yet turned up any hatchery structures.

The team collected DNA samples from mummified birds collected from six separate catacombs including sites at Abydos, Saqqara, and Tuna el-Gebel with permission from the Egyptian Ministry of State for Antiquity, and several museums offered to send tissue samples from the mummified ibises in their collections. They were able to extract complete mitochondrial DNA sequences from fourteen. These they compared to those of 26 modern ibises from different parts of Africa — ibises of this species disappeared from Egypt itself during modern times. They found the DNA sequences from the ancient birds to be relatively diverse. If the birds had been domesticated or even heavily farmed, they reasoned, the Egyptian specimens would have shown only a little genetic diversity.

Wasif suggested, in likelihood, “next to each temple there was like a lake or a wetland — it is a natural habitat for the ibis to live in and if you are giving them food they will keep coming[.]”

According to the researchers, sacrifice and mummification of sacred ibises was common in Egypt from about 664 b.c.e. to 250 c.e., from the twenty-sixth dynasty into the early period of Roman Egypt.

Woman’s body found in home of Papua New Guinea leader

A woman has been found dead at the home of Sam Abal, the acting prime minister of Papua New Guinea. The body was discovered in the garden of the property early Monday morning. Abal’s adopted son, Teo, was arrested on Wednesday after a two-day search; he was reportedly the last person to be seen with the woman.

A murder investigation has been opened by Papua New Guinea police. Abal, currently living in a local hotel, released a statement, saying: “The alleged murder took place within the perimeters of my private home. All family members living with me are immediate suspects and are subject to investigation and questioning by police.”

Police Commissioner Anthony Wagambie commented on Teo Abal’s arrest, saying, “He was caught last night at the Pondorosa Hotel in Port Moresby and is currently being interviewed by police.”

Sam Abal has been the acting prime minister of Papua New Guinea since April of this year, when 75-year-old leader Michael Somare underwent heart surgery. Somare’s recovery has been extended but no date has been given as to his return.

Buffalo, New York —A copy has been obtained of the lawsuit filed against the City of Buffalo for allegedly fast-tracking a seven million dollar hotel proposal.

The Elmwood Village Hotel is a 72-room, seven-million-dollar hotel proposed by Savarino Construction Services Corporation and designed by architect Karl Frizlen of the Frizlen Group. Its construction would require the demolition of at least five buildings, currently at 1109-1121 Elmwood, which house several shops and residents. Although the properties are “under contract,” it is still not known whether Savarino Construction actually owns the buildings. It is believed that Hans Mobius, a resident of Clarence, New York and former Buffalo mayoral candidate, is still the owner. The hotel is expected to be a franchise of the Wyndham Hotels group.

According to official court documents, there are more defendants than previously thought. Documents state that not only Buffalo’s Common Council and Planning Board are named in the lawsuit, but also the Mayor of Buffalo, Byron W. Brown, Savarino Construction Services Corporation, Hans J. Mobius and his son Hans S. Mobius owners of the properties at stake, Pano Georgiadis, owner of Pano’s Restaurant on Elmwood, and Cendant Corporation, the parent company of Wyndham Hotels are also named in the suit.

According to the lawsuit, during the length of the trial, Savarino Construction along with their employees, Hans Mobius and his son are not allowed to make any alterations or “engage in the physical alteration” of any of the said properties, 1109-1121 Elmwood and 9999 Forest. The suit also states that the owner of 605 Forest, Pano Georgiadis is also to follow the same rule.

The suit also states that Hans Mobius, his son and employees or “agents” are not allowed to “take any step, lawful or otherwise, to terminate [the] petitioners, Nancy Pollina and Patricia Morris,” owners of Don Apparel at 1119 Elmwood “tenancies.” Although the business is owned by Pollina and Morris, they are without a lease.

Within the suit it states that the rezoning of the properties 1119-1121 Elmwood and 605 Forest, by the Common Council, from a ‘R3’ Dwelling District to a C2 commercial zone “constitutes as impermissible ‘spot-zoning'” and is “not in accord with a well-considered plan for the development of the community and is null and void.” According to the suit the courts of New York have defined spot-zoning as “the process of singling out a small parcel of land for a use classification totally different from that of the surrounding area, for the benefit of the owner of such properties and to the detriment of other owners.” The suit also states that the proposed site for the hotel is different from the surrounding properties because none of the zoning classifications, ‘EB’ [Elmwood Avenue Business District], ‘R3’ [Dwelling District], ‘R1’ [One Family District] and ‘R2’ [Dwelling District], permit the construction and operation of a hotel.

It is alleged that Savarino Construction “failed to utilize forms obtainable from the city clerks office, failed to include an accurate map or survey showing the location of all buildings and structures and failed to include the names and addresses of each of the owners of the properties to be rezoned.”

It is also believed that recommendation in regards to [hotel] compatibility, different land uses, traffic studies, community character, population density, relations between other residents and business owners, public convenience, governmental efficiency, and achieving and maintaining a satisfied community, were to be sent to Erie County’s Planning agency and was to refer Savarino’s rezoning application and site plan to the agency, however; the lawsuit alleges that although a referral was given to Savarino, it “does not appear that the ‘full statement of such proposed action’ was forwarded to the County [Agency].”

The suit also alleges that the Common Council “failed to wait the ‘statutorily-mandated’ 30-days after the County’s Planning Agency’s receipt” of recommendations from the Council. The County’s Planning Agency replied to the recommendations, however; the Agency replied on March 27, 2006, just six days after the Council made its recommendations, falling well short of the “statutorily-mandated” thirty days. The Agency’s reply however, did not support or oppose the recommendations or hotel proposal.

Public hearings are required to be registered by the City clerk to the City Planning Board, and according to the suit, “no record” of the Public hearing on March 7, presenting the initial proposal to the public, was made within the City’s Clerk office or Planning Board.

The suit also alleges that the Common council and Planning Board also violated the State’s Environmental Quality Review Act or SEQRA and the City’s Environmental Review Ordinance by allowing the Planning Board to be the “lead agency” instead of the Common Council. A lead agency is an involved agency principally responsible for undertaking or approving an action and therefore responsible for determining whether an Environmental Impact Statement or EIS is needed, according to the SEQRA regulations. The suit also states that the hotel proposal “constitutes an action under the SEQRA” because the project could “affect the environment by changing the use, appearance or condition of any natural resource or structure that requires one or more approvals from an agency or agencies” and that the Common Council and Planning Board are “obliged to comply with both the letter [recommendations] and spirit of the SEQRA review process” which include identifying the areas of environmental concerns and taking a “hard look” at them. The suit also claims that the Common Council has the “sole authority to grant Savarino Construction’s rezoning request” and “to approve the special development plan,” but it also claims that the Planning Board is “an involved agency” but that it is “clearly subordinate to that of the Common Council” therefore the decision made by both the Council and Planning Board to allow the Planning Board to be the ‘lead agency,’ is in “violation” of the State’s SEQRA and “renders all determinations” made by the Planning Board and Common Council on March 14, 21, and 28, 2006, “void and unauthorized.” It goes on to say that the Council “proceeded without or in excess of their jurisdiction, and/or made a determination in violation of lawful procedure, affected by an error of law, and/or in an arbitrary and capricious manner.” It also states that unless the requirements of the SEQRA are met, then the petitioners have the right to “seek a temporary restraining order” from the Court if circumstances require it.

The suit also states that a failure to grant a preliminary injunction, through the courts, will result in “irreparable injury” to the petitioners and that the Council and Planing Board have failed to comply with the requirements of the SEQRA and have violated several other state laws and city codes.

So far, Savarino Construction has not responded to any calls or e-mails. District councilman Joseph Golombek also has not responded. Georgiadias was unavailable for comment.

A preliminary hearing is scheduled to take place at 9:30 a.m. on June 8, 2006 in the Supreme Court building at 50 Delaware Avenue in Buffalo, on the 8th floor, part 31.

While many young couples know the gender of their baby long before he or she is born, there are still many expectant parents want the surprise of not learning the sex of the child until it is born. When the sex of the new arrival is not known, it can be a challenge choosing a color palette for the nursery, yet most parents-to-be want to have the nursery ready well before the baby is due. One way to handle this dilemma is to paint the nursery a neutral color, and add gender specific accessories after the baby is born. And the perfect neutral color to use is gray.

Neutral Gray

Selecting gray as the base color for a baby’s nursery is brilliant on several different levels. First of all it is a fresh, modern color, and in pale, neutral shades it brightens up a room. It also goes equally well with pink or blue, so not knowing the baby’s gender is never a problem. When painting the walls, use a good quality primer, and then add two layers of gray paint on top of it. Keep any molding or trim crisp white and the room will look fresh and new.

A blue and gray palette works perfectly with everything that a little boy might be interested in. Design a theme with cars, trucks and even trains, and blue will work for all of them. For a more formal appearance in the nursery, think about including interesting patterns like check, plaid or gingham. Then once the main fabrics including bedding and curtains are chosen, it is time to finish adding blue accessories to the room.

Gray is not a color that normally comes up when designing a nursery, but it is modern and versatile making it a candidate that is certainly worth considering for the nursery. By keeping the tone of the gray in a mid range between warm and cool, the color offers depth and calm to the nursery’s design. It works equally well with pink or blue, and it is stylish and modern. All of these things make gray the perfect base color for a nursery, even when the new parents do not know whether their new baby will be a boy or a girl.

Violence at Cronulla Beach as 5000 people gather

Cronulla Beach in Sydney, New South Wales was the scene of racist mob-violence yesterday. In what has been described as disgusting, un-Australian and shameful behaviour, participants in a 5000-strong mob assaulted people suspected of being of Lebanese origin. The angry, alcohol-fuelled crowd also turned on anyone who tried to help the victims, including police, security guards and ambulance officers.

Following an attack on two lifeguards earlier in the week, allegedly by men of Lebanese descent, a protest had been organised via text messages and a small number of usenet postings.

Sutherland Shire Mayor Kevin Schreiber says inflammatory text messages calling for revenge attacks fueled the violence. Mr Schreiber said the heavily-circulated messages ensured troublemakers went to the southern Sydney beach looking for a fight. Police had patrolled the area all weekend after text messages began circulating among the community calling for vigilante responses to unwelcome visitors on the beach.

“The sending out of that text message was foolish and irresponsible and ensured that people from all over Sydney came to Cronulla looking to cause trouble and this was further fueled by alcohol,” said Mr Schreiber.

Sydney’s popular talk-back radio station 2GB also promoted Sunday’s event. Breakfast announcer Alan Jones has been accused of “fanning the flames.” Callers who recommended vigilante action were not discouraged to take the law into their own hands. Mr Jones, notorious for inflammatory comments, repeated the text message for Cronulla residents to defend their territory several times.

As the crowd marched along the beach and foreshore area, waving Australian flags, the crowd chanted racist slogans, with many wearing clothes bearing racist sentiment.

Middle Eastern men were openly targeted and assaulted. A young Muslim woman wearing a veil was chased into a kiosk on Cronulla beach. Police tried to move her away from the chanting crowd but were unable to reach the security of the command post. While the woman and police officers hid in the kiosk, a crowd surrounded the kiosk and shouted “Kill the Lebs”, while others climbed on top of the kiosk.

As police horses and special operations officers formed a line and pushed the crowd away, they were bombarded with beer bottles. After half an hour, an ambulance arrived at the kiosk and people were loaded into it. The ambulance, transporting six injured youths, escorted by police and police horses, was also bombarded with beer bottles. One struck an ambulance officer on the head. His colleague suffered lacerations to the arm.

NASA sets launch date for Space Shuttle Discovery

After almost two months of delay, NASA has set March 11 as the launch date for Space Shuttle Discovery. On February 22, NASA had stated that they indefinitely delayed the launch of Space Shuttle Discovery, which was originally scheduled for takeoff on February 12. Launch was then further delayed until February 25 before being delayed indefinitely on February 22. NASA cited the need for additional time to evaluate the shuttle’s hydrogen fuel flow control valves.

Liftoff is set for nighttime on Wednesday, March 11, at approximately 9:20 p.m. (EST) from Launch Complex 39A in Cape Canaveral, Florida. The official countdown to launch will commence Sunday, March 8.

“The team came through, worked hard and was efficient. It’s time now to step back and think of everything else we need to watch before launch on the 11th. There’s no better team than this one and I thank them for putting the right analysis together,” said Bill Gerstenmaier, associate administrator for Space Operations at NASA.

NASA wanted to perform additional tests on the valves which control the amount of hydrogen fuel pumped into the external tank when the shuttle is taking off before making a decision to launch. When Space Shuttle Endeavour went into space in November 2008, one of the valves broke. NASA fears that if one breaks off on this mission, then it could damage the outside of the shuttle.

The current scheduled mission, STS-119, is set to fly the Integrated Truss Structure segment (“S” for starboard, the right side of the station, and “6” for its place at the very end of the starboard truss) and install the final set of power-generating solar arrays to the International Space Station. The arrays consist of two 115-foot-long arrays, for a total wing span of 240 feet, including the equipment that connects the two halves and allows them to twist as they track the sun. Altogether, the four sets of arrays can generate 84 to 120 kilowatts of electricity – enough to provide power for more than 40 average homes.

Commander Lee Archambault will lead Discovery’s crew of seven, along with Pilot Tony Antonelli, and Mission Specialists Joseph Acaba, John Phillips, Steve Swanson, Richard Arnold, and Japan Aerospace Exploration Agency astronaut Koichi Wakata.
