Witnesses saw truck “rev up and race” before recent Texas oil refinery blast

Witnesses say a truck was idling near the scene of an explosion at a Texas refinery which killed 15 and injured over 100 others on March 23, according to U.S. Chemical Safety and Hazard Investigation Manager Bill Hoyle.

“Witnesses saw vapor in the area of the truck and observed the engine begin to rev up and race,” Hoyle’s statement said. “This behavior by a diesel engine indicates the presence of a flammable atmosphere entering the air intake. A driver reported trying to shut off the engine but was unable to do so.” Hoyle’s statement continued, “There are multiple possible sources of ignition in an operating refinery unit and we have made no determination about the ignition source at this time.”

The investigation has been delayed by BP and Occupational Safety & Health Administration officials, who are trying to preserve evidence at the site for their investigation. They are also concerned about further injuries from hazards left over from the explosion, such as falling debris and unstable structures. The Environmental Protection Agency also detected benzene in the atmosphere over the plant, which was treated with a layer of foam.

BP has retained control of the plant since the March 23 accident. Police arrived quickly the day of the explosion, but left after the initial emergency was over.

“Our officers could respond over there, but they don’t have a clue,” Texas City police Sgt. Curtis Pope told the Houston Chronicle. “The fact is they have chemical and equipment hazards. We don’t know the chemicals.”

Partially collapsed building in Buffalo, New York likely to be demolished

Buffalo, New York —Reports say that a large three-story stable which partially collapsed in Buffalo, New York on June 11, and caused as many as five home to be evacuated, is likely to be demolished.

During the early afternoon hours on June 11, the Buffalo Fire Department was called to 428 Jersey Avenue after residents called 911 stating that part of the building had collapsed. Material from the building fell into the yards of at least three neighboring houses. Some of the bricks landed inside the building, while some fell into the yards of some houses behind homes on Richmond Avenue, leaving a ‘V’ shape.

The city’s preservation board held an emergency meeting today to discuss the issue. Wikinews has learned that the owner of the building, Bob Freudenheim, gave the city permission to demolish the building because he would not be “rehabilitating the building anytime soon.” Freudenheim was part-owner of the Hotel Lenox at 140 North Street in Buffalo and was also an advocate to stop the Elmwood Village Hotel from being built on the corners of Forest and Elmwood Avenues in 2006 and 2007, which Wikinews extensively covered. He also financially supported a lawsuit in an attempt to stop the hotel from being built. Though it is not known exactly how long Freudenheim has owned the stable, Wikinews has learned that he was the owner while fighting to stop the hotel from being built.

Freudenheim has been facing housing violations due to the poor conditions of the building.

“We had a letter of violation against him. He was supposed to have started work to stabilize the brick this Monday. We all hope this building could be saved. But we’ve got five houses evacuated and we cannot tolerate any further delay. We’ve got to get people back into their homes in a safe condition,” said Richard Tobe, Commissioner of the city’s Permit and Inspection Services.

Demolition on the building is expected to begin next week, but area residents are not happy and say they will fight to keep the building in place.

“They’re going to have to trash our backyard to do it. So I hope they have to have our permission, because we’re not going to give it lightly. I’m sure it’s the biggest and architecturally significant livery stable still standing. I can’t see any reason to take it down just because of one hole,” stated Joe Murray, a resident on Richmond and Jersey who lives behind the collapsed portion of the building.

Mike Lombardo, the Commissioner for the Buffalo Fire Department, believes that the building was built in 1812 or 1814, making it nearly 200 years old. It is one of only three stables still standing in the city.

If the building is to be demolished, Freudenheim will end up paying the city nearly US$300,000 to get the job done.

Cleveland, Ohio clinic performs US’s first face transplant

A team of eight transplant surgeons in Cleveland Clinic in Ohio, USA, led by reconstructive surgeon Dr. Maria Siemionow, age 58, have successfully performed the first almost total face transplant in the US, and the fourth globally, on a woman so horribly disfigured due to trauma, that cost her an eye. Two weeks ago Dr. Siemionow, in a 23-hour marathon surgery, replaced 80 percent of her face, by transplanting or grafting bone, nerve, blood vessels, muscles and skin harvested from a female donor’s cadaver.

The Clinic surgeons, in Wednesday’s news conference, described the details of the transplant but upon request, the team did not publish her name, age and cause of injury nor the donor’s identity. The patient’s family desired the reason for her transplant to remain confidential. The Los Angeles Times reported that the patient “had no upper jaw, nose, cheeks or lower eyelids and was unable to eat, talk, smile, smell or breathe on her own.” The clinic’s dermatology and plastic surgery chair, Francis Papay, described the nine hours phase of the procedure: “We transferred the skin, all the facial muscles in the upper face and mid-face, the upper lip, all of the nose, most of the sinuses around the nose, the upper jaw including the teeth, the facial nerve.” Thereafter, another team spent three hours sewing the woman’s blood vessels to that of the donor’s face to restore blood circulation, making the graft a success.

The New York Times reported that “three partial face transplants have been performed since 2005, two in France and one in China, all using facial tissue from a dead donor with permission from their families.” “Only the forehead, upper eyelids, lower lip, lower teeth and jaw are hers, the rest of her face comes from a cadaver; she could not eat on her own or breathe without a hole in her windpipe. About 77 square inches of tissue were transplanted from the donor,” it further described the details of the medical marvel. The patient, however, must take lifetime immunosuppressive drugs, also called antirejection drugs, which do not guarantee success. The transplant team said that in case of failure, it would replace the part with a skin graft taken from her own body.

Dr. Bohdan Pomahac, a Brigham and Women’s Hospital surgeon praised the recent medical development. “There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Leading bioethicist Arthur Caplan of the University of Pennsylvania withheld judgment on the Cleveland transplant amid grave concerns on the post-operation results. “The biggest ethical problem is dealing with failure — if your face rejects. It would be a living hell. If your face is falling off and you can’t eat and you can’t breathe and you’re suffering in a terrible manner that can’t be reversed, you need to put on the table assistance in dying. There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Dr Alex Clarke, of the Royal Free Hospital had praised the Clinic for its contribution to medicine. “It is a real step forward for people who have severe disfigurement and this operation has been done by a team who have really prepared and worked towards this for a number of years. These transplants have proven that the technical difficulties can be overcome and psychologically the patients are doing well. They have all have reacted positively and have begun to do things they were not able to before. All the things people thought were barriers to this kind of operations have been overcome,” she said.

The first partial face transplant surgery on a living human was performed on Isabelle Dinoire on November 27 2005, when she was 38, by Professor Bernard Devauchelle, assisted by Professor Jean-Michel Dubernard in Amiens, France. Her Labrador dog mauled her in May 2005. A triangle of face tissue including the nose and mouth was taken from a brain-dead female donor and grafted onto the patient. Scientists elsewhere have performed scalp and ear transplants. However, the claim is the first for a mouth and nose transplant. Experts say the mouth and nose are the most difficult parts of the face to transplant.

In 2004, the same Cleveland Clinic, became the first institution to approve this surgery and test it on cadavers. In October 2006, surgeon Peter Butler at London‘s Royal Free Hospital in the UK was given permission by the NHS ethics board to carry out a full face transplant. His team will select four adult patients (children cannot be selected due to concerns over consent), with operations being carried out at six month intervals. In March 2008, the treatment of 30-year-old neurofibromatosis victim Pascal Coler of France ended after having received what his doctors call the worlds first successful full face transplant.

Ethical concerns, psychological impact, problems relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Iain Hutchison, of Barts and the London Hospital, warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon‘s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

In Wednesday’s conference, Siemionow said “we know that there are so many patients there in their homes where they are hiding from society because they are afraid to walk to the grocery stores, they are afraid to go the the street.” “Our patient was called names and was humiliated. We very much hope that for this very special group of patients there is a hope that someday they will be able to go comfortably from their houses and enjoy the things we take for granted,” she added.

In response to the medical breakthrough, a British medical group led by Royal Free Hospital’s lead surgeon Dr Peter Butler, said they will finish the world’s first full face transplant within a year. “We hope to make an announcement about a full-face operation in the next 12 months. This latest operation shows how facial transplantation can help a particular group of the most severely facially injured people. These are people who would otherwise live a terrible twilight life, shut away from public gaze,” he said.

Atlantis docks, astronauts ready for spacewalk

Space Shuttle Atlantis docked with the International Space Station yesterday, and astronauts James Reilly and Danny Olivas were planning their first spacewalk today.

The shuttle docked at 3:36 p.m. EDT (1736 UTC) yesterday, doing an end-over-end flip over South America to let the International Space Station crew photograph the shuttle’s heat shield. Called the “Rotational Pitch Maneuver”, the move is now routine.

In today’s spacewalk, scheduled for 17:53 UTC today, Reilly and Olivas, with the help of a giant robotic arm, will install a new set of solar panels to the station.

After lift-off on Friday from Kennedy Space Center, Atlantis suffered a triangular four-inch by six-inch (10 centimeter by 15 centimeter) tear on a thermal blanket that protects the left side maneuvering rocket pod. Also, small pieces of foam broke off from its external fuel tanks.

Mission chairman John Shannon said he was “leaning toward” ordering another spacewalk so that the tear in the blanket could be repaired.

Transport for London wins first Anti-Social Behaviour Order against graffiti vandal

Billy Murrell, a persistent graffiti vandal from South East London, has become the first recipient of an Anti-Social Behaviour Order (Asbo) granted to Transport for London (TfL) by Greenwich Magistrates. The civil order also bans him from the top deck of buses throughout England and Wales for three years.

Murrell, a 17-year-old from Plumstead, has a history of convictions for criminal damage on public transport, including vandalising a Tube carriage in Brixton station and for damaging buses and other public property using marker pens.

This is Transport for London’s first Anti-Social Behaviour Order against a graffiti vandal — TfL was granted the power to apply for Asbos by the Home Secretary in September 2006.

The Anti-Social Behaviour Order was issued at Greenwich Magistrates Court on 12 September and also bans him from carrying any permanent marker pens or any glass cutting equipment on London Underground, railway property or any other transport provider’s property.

Metropolitan and Transport police have been made aware of Murrell’s Asbo, and have distributed his photo.

In detail, Murrell is prohibited from:

  • Entering any depot, siding or other part of London Underground property or railway property or any transport providers property which is not expressly open to the public whether on payment or otherwise throughout England and Wales
  • Carrying the following articles, in any area specified (above) or in any public place, namely any form of unset paint in any form of container, any form of permanent marker pen, any form of shoe dye or permanent ink in any form of container, any form of paint stripper in any form of container, any form of grinding stone, glass cutting equipment, glass etching solution or paste, throughout England and Wales
  • Aiding, abetting, counselling or encourage any person who was attempting or committing any form of unlawful damage towards any property not belonging to or under the direct authorised control of the defendant throughout England and Wales
  • Travelling on the top deck of the any public transport bus within England and Wales

If without reasonable excuse the defendant does anything which he is prohibited from doing by this order, he shall be liable to a detention and training order, which has a maximum term of 24 months – 12 months of which is custodial and 12 months in the community

Upon turning 18 he will be liable to imprisonment up to five years.

Storing IP-addresses of Swedish copyright infringers deemed illegal

The Swedish organization Antipiratbyrån (The Swedish Anti-Piracy Bureau) suffered a massive blow today when the Swedish government’s Data Inspection Board stated that the Bureau’s storage of Internet user’s IP addresses is illegal.

Antipiratbyrån is an organization representing the movie and software industry in Sweden, working to protect the intellectual property of its beneficiaries. This spring they started collecting IP-addresses of suspected copyright infringers. They used the collected information to press charges and to contact the suspect’s Internet service providers, demanding repercussions.

The Data Inspection Board’s press release established that the collection of IP-addresses is in fact a violation of the Swedish Personal Data Law, prohibiting electronic storage of information about individuals without their consent.

– If they don’t cease with the activities we might follow up with a penalty order, the supervising director Britt Marie Wester at the Data Inspection Board says to TT.

Both the Swedish organization Piratbyrån – celebrating the verdict as a great victory – and the CEO of Jens of Sweden – a Swedish manufacturer of MP3-players – have stated that they might file a class action suit against the Anti-Piracy Bureau, together with the individuals registered.
