Scientists report correlation between locations of Easter Island statues and water resources

A United-States-based team of scientists released findings on Thursday about the large statues that dot the island of Rapa Nui, also called Easter Island. The study, published on Thursday in PLOS One, employed quantitative spatial analysis to establish that the platforms, or ahu, built to support the Easter Island statues, or moai, are usually located near sources of drinkable water. This feeds into the scholarly discussion of whether the purpose of the statues was exclusively ritualistic, practical or some combination of these.

The study examined 93 statues on the western side of the island, all of which were built before contact with Europeans. They compared the sites of the statues to sites associated with the specific resources: the kind of rock the statues are made of, the kind of rock used for tools, fishing, vegetable and potato cultivation, and water sources. The archaeologists say that this study is the first attempt to formally examine the idea that the locations of the moai are correlated to locations of resources important to the people who built them, such as fresh water.

Easter Island does not have streams that run nonstop but it does have an aquifer that produces freshwater seeps of brackish but drinkable water during low tide. Most of these water harvesting sites are along the coast but a few are inland—and so are the ahu.

“What is important about it is that it demonstrates the statue locations themselves are not a weird ritual place – [the ahu and moai] represent ritual in a sense of there is symbolic meaning to them, but they are integrated into the lives of the community,” said study co-author Professor Carl Lipo of Binghamton University. He went on to add “The exceptions to the rule about being at the coast where water comes out actually are met by the fact there is also water there – it is found through cave locations,” referring to caves with fresh water, and that some historical evidence suggests there may have been wells dug near the ahu that are not near caves.

The researchers plan to gather information on more freshwater resources so they can evaluate statue sites on the rest of Easter Island.

Jo Anne Val Tilburg of the University of California, Los Angeles disagreed with these findings: “The existence of fresh water seeps near coastal ahu is well-known and was certainly important at European contact. However, such seeps are today, and probably always were, minor resources. It is highly unlikely, in my view, that these resources were of major importance in locating ahu during prehistory.”

The earliest moai date to the 13th century. They vary in size but are about fourteen feet (four meters) tall and can weigh about fourteen tons. Scholars have long wondered about the role they played for the people who built them.

Easter Island is today a relatively barren place with scanty resources. Easter Island is located 2300 miles (3700 km) off the west coast of South America and 1,100 miles (1770 km) from its nearest neighbor island. It today has a grass-dominated landscape but it was once mostly covered by palm forests and it was home to a significant human population for a few hundred years. Scientists debate whether its environmental degradation, in the form of the loss of its palm forests and soil to erosion, was caused by human activity, natural climate change, or by rats and other introduced species that stowed away on the colonists’ boats, but there is consensus that the island’s environment changed considerably over time.

GM recalls 1.3 million cars over steering issues

General Motors (GM) announced on Tuesday a recall of 1.3 million Chevrolet and Pontiac cars in the US, Mexico, and Canada over problems with the power steering system.

The models, the 2005–2010 Chevrolet Cobalt and 2007–2010 Pontiac G5 in the US, the 2005–2006 Pontiac Pursuit in Canada and the 2005–2006 Pontiac G4 in Mexico, were affected by a fault that causes the power steering in the vehicles to fail. The company says that cars can still be safely controlled even after the loss of power steering, although more effort to turn the car would be required.

GM is currently working on developing a fix for the problem, after having conducted an internal investigation for more than a year, beginning last January. In addition to GM’s investigation, the National Highway Traffic Safety Administration also conducted an investigation on the Cobalt, which began in January 2010. The investigation was begun after more than a thousand complaints about the model were received by the agency, including reports of 14 crashes caused by the fault. GM contacted the NHTSA about the problem on Monday.

GM blamed the issues on an external supplier partially owned by Toyota, another company currently in the process of a major recall of more than eight million vehicles. According to GM vice-chairman Bob Lutz, the supplier, which was not named, had not met “all requirements for reliability and durability.” In his comments, given at the Geneva Motor Show, Lutz also said that financial responsibility for the recalls had yet to be determined.

Upgrade the Motor & ESC – Most hobby grade RC trucks that come in kit form and even ready to run include standard ‘brushed’ electric motors and low to medium current output electronic speed controller (ESC). Some of the newbies may not realize that simply upgrading to a more efficient and powerful ‘brushless’ motor version can double, if not triple your radio controlled trucks power if you also match it up with a more powerful ESC and run the RC at higher voltage. Nitro and gas engines are a little different. If you’re running the Traxxas Nitro Stampede or similar nitro truck, these engines are typically upgraded to a larger size (from a 3.3 to 4.6 size for example).

2. Upgrade the Battery Pack – When you do upgrade to a brushless motor and ESC setup, you gain not only higher efficiency and power, but these motors can often handle ‘double’ the voltage. You can take advantage of this, by also using a higher voltage and higher amp capacity ‘Lipo’ battery. Generally LIPOs are 3.7 volts per cell, whereas a Ni-Cad and NiMi version are only 1.2 volts per cell. Because of the higher energy density of LiPo and Lithium battery technology, you can often find a 3 cell (11.1 volts) lipo battery with more than double the ‘Amp Hour’ storage capacity than a standard NiCad and NiMi battery pack, in roughly the same or just larger in size! If you have a larger RC truck with dual motors and battery packs, this means you’ll need to upgrade both of them of course.

3. Adjust Gearing For Torque – Okay, if you’re really into the sport of RC truck off-road challenges, generally torque is preferred over top speed. Luckily most hobby grade and even some toy grade RC trucks are made so you can easily change the gearing ratio for higher torque! Generally the Spur and Pinion gear (the pinion is the gear on the motors shaft) combination are easy changes in most RC trucks and cars and changed most often. Most hobby shops will carry plenty of gears for your model to step up your vehicles torque and take off power. If you’re a crawler or running in any challenging off road course, torque is much preferred over top speed!

4. Upgrade Your Tires – You have a few options here, but the ‘size’ of the tire and the tread is what you want to look at the most here. Bigger tires are better. Taller tires increases your ability to navigate through harder tracks and wider tires improve your chances of gaining traction more in loose, muddy, and similar environments that are harder to gain traction in. Tires with one type of off-road tread may not be the best solution for all off road terrain. Some off-road tire tread works better in loose mud, others better in snow, sand, or thicker mud. Basically you want a tread that can really ‘dig-in’ the surface adequately enough to gain enough traction to move the vehicle forward and backward and not just spin its tires in place without going anywhere. Sounds simple, however this is often the most common mistake!

5. Adjust or Improve Suspension – Okay, if you’re the regular off-road RC truck guy, you may not need overly concerned about your stock shock adjujstments or replacement, however if you are a ‘crawler’ trying to conquer extreme boulders at very steep and sharp angles, long travel shocks tend to navigate over more diverse terrain without bottoming out, therefore are mandatory for crawling!

Blow out sales prices likely on mattresses as new U.S. fire-resistant standards take effect

The flammability of mattress sets sold in the U.S. is subject to a new mandatory federal regulation requirement passed by the Consumer Product Safety Commission (CPSC) on February 16 last year. The requirement, costing mattress manufacturers an estimated $100 million to meet, is scheduled to take effect on July 1. The commission anticipates that the new standards will save 270 lives and 1,330 injuries per year from mattress fires.

“We’ve passed a new open flame regulation and the whole idea behind the regulation is to make sure that if a mattress catches on fire that the fire burns slowly enough that people have enough time to get out of the house and get away,” said Hal Stratton, chairman of the CPSC

Radio and TV advertising spots are reacting to the new regulation by discounting prices on mattresses that fail to meet the new guidelines. Sales made in the mattress industry, like the automobile industry, are highly negotiable on price. The new regulation does not appear to have much “teeth” for mattresses already in the distribution pipeline, but it is a new law that is a bargaining position for potential buyers.

The U.S. Army Corps of Engineers (USACE) is the primary agency for engineering support during such emergencies. A USACE team was assessing the situation in New Orleans on the 29th, water flow was stopped September 2nd, and the breach was closed on September 5th.

Schools benefit from new California budget

California Gov. Arnold Schwarzenegger signed a bipartisan state budget Friday that invests a record $55.1 billion in education – an increase of $3.1 billion this year and $8.3 billion over the last two years – and allocates $4.9 billion to create a budget reserve and to pay down the state’s debt early.

Schwarzenegger credited bipartisan cooperation in coming up with a budget he was willing to sign, and do it on time, a rarity in recent California politics.

“It’s amazing what can be accomplished when Democrats and Republicans work together in Sacramento,” said Schwarzenegger. “I want to thank the legislative leadership – Senators Don Perata and Dick Ackerman, Speaker Fabian Nunez and Assembly Republican Leader George Plescia – for all their hard work on the budget. We put politics aside and were driven by the overwhelming desire to do what’s best for the people of California.

“I am especially proud that the budget expands preschool, and returns art, music and physical education classes to our children,” he said.

State Superintendent of Public Instruction Jack O’Connell said he is pleased by the budget. “The budget passed by the Legislature brings welcome support to education in California, making good on past debts to our schools and investing in sorely needed classroom programs,” he said.

He had his own budget favorites: “I’m particularly pleased that the budget includes increased funding for school counselors, teacher professional development, programs targeted to helping students pass the high school exit exam, and expanded and improved student nutrition programs.

“While there are some priorities over which we may disagree, I applaud the Governor and the Legislature for a budget that makes education a top priority.”

Barbara E. Kerr, president of the 335,000-member California Teachers Association, also likes the direction of the new budget.“The timely approval of the new state budget is good news for our public schools and students,” she said. “School districts and teachers can now plan ahead. The nearly six percent cost-of-living-adjustment will allow local schools to restore funding to education programs that have been cut over the past few years and provide for salary increases.”

Still, Kerr, said, the budget doesn’t go far enough. “This budget is a down payment on the debt owed to our schools. Teachers will continue to work with the governor and the Legislature to ensure repayment of the $3 billion still owed to our schools under Proposition 98 and the lawsuit settlement agreement announced last month. That money will help our schools of greatest need reduce class sizes, improve teacher training and increase parental involvement.”

How the budget affects the New Haven Unified School District and James Logan High School, or the James Logan Courier, specifically is not yet clear.

State Treasurer Phil Angelides, who is running for governor against Schwarzenegger, liked the increased education funding, and praised his fellow Democrats in the legislature for that, but criticized the entire budget for being out of balance.

“On higher education, Democrats in the Legislature did the right thing, when the governor would not, and gained a $6 per unit rollback in community college fees,” he said in a statement. “That is a start. But the governor’s budget will still leave community college fees nearly double what they were just three years ago. And the budget will also leave untouched the fees at CSU and UC, which have increased by $2,000 and $5,000 respectively under Governor Schwarzenegger.”

Missing from the budget, Angelides said, is funding to expand health care for low-income children. Schwarzenegger “failed to get members of his own party to agree to a budget that funds health care for more kids from low-income families on the Healthy Families program regardless of the families’ immigration status. Compassion requires – and intelligent public health practice demands – that all people residing in California have access to adequate health care,” Angelides said.

Schwarzenegger credited a strong economy that increased state revenues for providing the cash to cover the increased expenditures and set aside a $2.1 billion reserve and an additional $2.8 billion for debt prepayment. Included in that is $1.42 billion for repaying borrowed funds earmarked by the voters for transportation projects aimed at reducing traffic throughout the state. The early debt payment and the reserve account for nearly 4.7 percent of the overall budget – the highest in 25 years.

Still, Angelides said, the budget is out of balance and the state is running up more debt. “Despite his repeated pledges to ‘cut up the credit card’ Governor Schwarzenegger has produced a budget that still leaves a $3.3 billion structural budget deficit for 2006-07 and more deficits for years to come,” Angelides said, “It is a budget thatwill continue to shift the burden of today’s deficits onto the backs of futuregenerations.”

The budget largely mirrors the May Revise, which has since prompted all three Wall Street credit rating agencies to upgrade the state credit rating, reducing the cost of state borrowing. One of the agencies, Fitch, Inc., cited “California’s continuing economic recovery, strong revenue performance and continued progress in reducing fiscal imbalance” when upgrading their rating on the state’s general obligation debt from A to A+ last month. Standard and Poor’s also raised its rating from A to A+ in May. Moody’s Investors Service raised its rating from A2 to A1 the same month.

Despite the improved credit ratings, Angelides said, the three rating agencies still have reservations about the state’s fiscal future. The agencies “have corroborated my warning and that of the Legislative Analyst that while state revenues have improved, California’s fiscal condition will remain insecure until the state produces balanced budgets,” he said.

Highlights of AB 1801, the Budget Act of 2006 by Assembly member John Laird (D-Santa Cruz), include:

Preschool through High School Education – The budget includes $100 million for the Governor’s targeted preschool initiative, which will make preschool available to every four year old living in a low-performing school district. $50 million of this funding will be used to build and improve preschool facilities. The budget also includes $645 million to fund physical education, arts and music programs. Overall, $11,264 will be spent on each student, an increase of $516 from the current year.

Higher Education – The budget allocates $19.1 billion from all sources for higher education and eliminates tuition and fee increases at UC and CSU. California, which already has the lowest community college fees in the nation, will further lower student fees from $26 per unit to $20, effective Spring 2007.

Law Enforcement – The budget includes an additional $196 million to support law enforcement efforts, including money to fund Sexual Assault Felony Enforcement teams, 500 GPS devices to track and monitor the highest-risk parolees and four new Gang Suppression Enforcement Teams. The budget also proposes the addition of 235 California Highway Patrol positions, includes $56.4 million to replace the CHP’s existing radio system and allocates $6.4 million to handle the increasing number of wireless 9-1-1 calls. Additionally, the budget includes a $20 million investment to strengthen efforts to fight methamphetamine trafficking and $6 million to create three new California Methamphetamine Strategy program teams.

Disaster Preparedness – The budget provides $220 million to enhance California’s ability to prepare for, mitigate and respond to emergencies, including money to strengthen public health response during a disaster. This includes preparations to prevent a pandemic influenza outbreak and expanding efforts to help local governments develop disaster preparedness plans.

Public Health – The budget includes $22.6 million for counties to perform outreach and enrollment activities to reach the 428,000 children who are eligible for Medi-Cal or the Healthy Families program but are not enrolled. The budget for the Healthy Families program also covers enrollment growth for 78,200 additional children.

Transportation – In addition, the Budget makes a substantial investment in improving California’s transportation system. It provides $1.4 billion to fully fund Proposition 42 for the second consecutive year, and it provides an additional $1.4 billion for the early repayment of past loans from Proposition 42, for a total of $2.8 billion. Of the $1.4 billion repayment, $440 million is designated for cities and counties for local road and street maintenance that would otherwise not be funded.

On November 16, code-sharing and hosting service GitHub re-enabled the public access to youtube-dl repository, a software which can download videos from the internet via the command-line. This move comes after Mitchell Stoltz, a Senior Staff Attorney of the Electronic Frontier Foundation (EFF), sent a letter to GitHub on the behalf of youtube-dl’s maintainers. The repository was previously blocked on October 23, after GitHub received a Digital Millennium Copyright Act (DMCA) take-down notice from the Recording Industry Association of America (RIAA).

Started in July 2008, youtube-dl is a free/libré open source software written in Python which can download videos from various websites. Citing alleged violation of 17 U.S. Code § 1201 Circumvention of copyright protection systems, RIAA’s takedown notice had alleged youtube-dl was intended to circumvent the technological protection measures of streaming services and to redistribute music videos without authorisation. youtube-dl’s source code had a number of unit tests to check if the software works in different circumstances or not. Some of the test cases included URLs of some copyrighted songs.

In the letter to GitHub, EFF’s attorney Stoltz said “This file contains series of automated tests that verify the functionality of youtube-dl for streaming various types of video. The youtube-dl source code does not, of course, contain copies of these songs or any others […] the unit tests do not cause a permanent download or distribution of the songs they reference; they merely stream a few seconds of each song to verify the operation of youtube-dl. Streaming a small portion of a song in a non-permanent fashion to test the operation of an independently created software program is a fair use.” The letter stressed “youtube-dl does not decrypt video streams that are encrypted with commercial DRM technologies”.

The URLs to copyrighted songs were removed from the source code on November 16, and replaced with a test video that uploaded on YouTube by Philipp Hagemeister, former maintainer of youtube-dl. Philipp Hagemeister had previously spoken about the takedown with Wikinews.

youtube-dl comes with a small JavaScript interpreter where it acts as a web-browser would behave while receiving video data from the server. The script has “extractors” for various websites to handle videos from different sources. “Any software capable of running JavaScript code can derive the URL of the video stream and access the stream, regardless of whether the software has been approved by YouTube”, the letter read. It borrowed an analogy of Doors of Durin from J. R. R. Tolkien’s Lord of the Rings for explanation: travelers come upon a door that has writing in a foreign language. When translated, the writing says “say ‘friend’ and enter.” The travelers say “friend” and the door opens. As with the writing on that door, YouTube presents instructions on accessing video streams to everyone who comes asking for it.

Hours after the public access was restored, Sergey M, one of the maintainers of youtube-dl wrote on GitHub, “We would like to thank @github for standing up for youtube-dl and making it possible to continue development without dropping any features. We appreciate [GitHub] for taking potential legal risks in this regard. We would also like to thank [EFF] and personally [Mitch Stoltz] for invaluable legal help. We would also like to heartily thank our main website hoster Uberspace who is currently being sued in Germany for hosting our essentially business card website and who have already spent thousands of Euros in their legal defense.”

Hours after GitHub restored the public access to the repository, Stoltz tweeted “I think of youtube-dl as a successor to the videocassette recorder. The VCR empowered people to take control of their personal use of free-to-air video, but it had to be saved from the copyright cartel. The same goes for youtube-dl. GitHub did the right thing here.”

youtube-dl is used by thousands of people around the world. Multiple Creative Commons-licensed and public domain videos on Wikimedia Commons are uploaded via a tool called video2commons, which relies on youtube-dl to download media. youtube-dl also lets users download videos from LiveLeak — a video-sharing platform for citizen journalism. Videos downloaded using youtube-dl are also used for the purpose of fair use, or for evidence.

When a copyright holder chooses to release their work, be it a photograph, a video, or audio, under a Creative Commons Attribution (CC BY) license, they allow everyone to freely own, share or modify the work as long as the reusers properly attribute the author of the work. YouTube also hosts many audio and video recordings in the public domain which can be used for any purpose without any restrictions.

In the blog post announcing “youtube-dl is back”, GitHub said, “Although we did initially take the project down, we understand that just because code can be used to access copyrighted works doesn’t mean it can’t also be used to access works in non-infringing ways. We also understood that this project’s code has many legitimate purposes, including changing playback speeds for accessibility, preserving evidence in the fight for human rights, aiding journalists in fact-checking, and downloading Creative Commons-licensed or public domain videos.”

GitHub also announced any new 1201 takedown notices will be “carefully scrutinised by legal experts” to reject “unwarranted claims”, and said it will side with software developers if the claims are ambiguous. The announcement also mentioned GitHub Trust and Safety team would treat developer’s tickets as a “top priority”. GitHub also pledged donation of USD 1 million for developer defense fund “to help protect open source developers on GitHub from unwarranted DMCA Section 1201 takedown claims”.

GitHub had blocked public access to many forks of youtube-dl upon receiving the DMCA notice in October. Polish mine explosion kills 8

Methane gas was blamed for the explosion deaths of 8 miners in southern Polish‘s Halemba coal mine Tuesday, November 21. Officials say at least 15 are missing.

Rescue efforts were halted because dangerously high levels of methane gas returned, according to Zbigniew Madej, spokesman for state-owned Coal Co., which operates the mine.

The missing miners’ locater devices were not emitting signals, increasing rescurers’ concerns for their well-being. Grzegorz Pawlaszek, head of Coal Co., said the 15 missing miners’ fate is “not known,” but added that “there is a chance to find someone still alive.”

“This is a tragedy. People have died here,” Polish Prime Minister Jaroslaw Kaczynski said when he came to Ruda Slaska to see the blast.

Earlier Wednesday, a reconnaissance rescue team descended 3000 feet toward the blast scene, only to retreat because of safety concerns related to high methane gas levels. Rescue digging efforts were also halted because of explosion concerns.

The missing men were aged 21-59. One of the miner’s family members, Andrzej Pytlik, 30, remained on scene with his sister, hoping and waiting for news of her husband, Krystian Gaszka.

Pytlik, also a miner, said through teary eyes that, “I work in the mines and I know that hope is scant because that’s the truth.”

The explosion occurred in a closed portion of the mine where the now-missing miners were working to retrieve abandoned equipment. According to Pawlaszek, the value of the equipment was $23 million, adding that “It was new equipment and that is why we decided to retrieve it.”

He indicated that the recovery work was performed under the supervision of gas detection specialists, and that the bodies of the recovered miners were difficult to identify because of the severity of burns and because their ID tags were blown away in the explosion.

The Halemba mine, located in Ruda Slaska, has produced coal for nearly 50 years, has been fraught with safety concerns and has a track record of serious accidents. One of the oldest mines in Poland, it is centrally located in the industrial Silesia region.

Earlier this year, a miner was trapped underground in the Halemba mine five days after a cave-in. In 1990, 19 miners were killed and 20 hurt in a gas explosion, and five were killed in collapse in 1991.

Inside, priests and mining officials were comforting and counseling with distraught relatives. Outside, eight white candles flickered on a main gate wall.
